District 4 Fire and Rescue

Open meeting on the 1st Monday of each month at 7 PM at Leon Springs Villa Clubhouse (map).

District 4 Fire and Rescue is a non-profit corporation (see some facts) organized under Chapter 22 of the Texas Business Organizations Code. Its purposes, per the articles (available from the Secretary of State website), include fire suppression, fire prevention, rescue, hazardous materials abatement, emergency medical services, or other emergency service required. The Commissioners of ESD #4 serve as its Board of Directors. Currently, District 4 Fire and Rescue has no apparatus, no station, and no firefighters. The ESD #4 commissioners have said that despite what the Articles of Incorporation describe as a fire department, they have no intent to do anything other than build a station on Boerne Stage Road. Ultimately, they are expecting that Leon Springs VFD firefighters will staff and operate the station for them. At this time, land purchase has been negotiated, and an engineering firm is completing building design. Leon Springs VFD has had input into the design of the station. Other than that, D 4 F&R has no interaction with Leon Springs Volunteer Fire Department .

Since Bexar County has less than 3 million population, rules of operation are less strict than for larger, populous countiesTexas Health and Safety Code; Chapter 755; Section 755.034. There appears to be no restriction in smaller counties about having members of a fire department serve on its ESD Board of Commissioners. In the larger counties, Section 755.0355 specifically disquailifies employees or volunteers of an organization providing emergency services to the district.
