Creation of an area ESD required voter approval. An ESD encompassing Leon Springs, Grey Forest, and Helotes was twice rejected by voters in those areas. After Helotes created it own ESD, the boundaries of the original ESD proposal change. Both Grey Forest and Leon Springs submitted petitions to form their own ESD. Both were approved. Leon Springs Emergency Services District was called ESD #4. The following pages present some pertinent details about ESD #4.
