City of Fair Oaks Ranch

Leon Springs Volunteer Fire Department serves the City of Fair Oaks Ranch under a contractual agreement for emergency services. This arrangement has been in place for many years prior to the creation of the ESD. The City of Fair Oaks Ranch taxes its citizens for emergency services, so they elected not to join the ESD when it was formed in 2007. For the fiscal year 2006-2007, the City of Fair Oaks Ranch paid $58,500,, for fiscal year 2007-2008, they paid $124,670, and have budgeted $135,000 for the current year (download budget). (The City of Fair Oaks Ranch accounts for about 25% of emergency calls made by Leon Springs VFD. The City of Fair Oaks Ranch provides two fire stations for the use of Leon Springs VFD). There is no relationship of the City of Fair Oaks Ranch with the ESD #4, other than that both contract with Leon Springs VFD for emergency services, and any payments from Fair Oaks Ranch to the Leon Springs VFD are reported to the ESD.

The City of Fair Oaks Ranch (FOR) is NOT included in the ESD #4 service area. The City opted out of the ESD when it was formed. Had they not done so, negotiations would have been required with each of the three counties in which parts of Fair Oaks Ranch lies. FOR residents are taxed by the City of FOR, and the City contracts with Leon Springs Volunteer Fire Department for emergency service. There are some negotiations about the extraterritorial juridiction of FOR, and the service to residents living there. The City of FOR pays cash for the service contract and provides 2 fire stations for use by Leon Springs Volunteer Fire Department ( (download budget).
