Leon Springs Volunteer Fire Department

Leon Springs Volunteer Fire Department, Inc. is a non-profit corporation (see some facts) originally chartered in 1973 (Charter #325221) (available from the Secretary of State website). The corporation operates in accordance with Vernon's Civil Statutes, Title 32. Corporations; Chapter 9. Non-Profit, Religious, and Charitable.

For nearly its entire existence, funding depended on donations from homeowners for yearly service, donations from area businesses, a small monthly payment from Bexar County, and a contract for emergency service with the City of Fair Oaks Ranch. This provided for an operating budget but did not allow for capital purchases of facilities or apparatus. Trucks were aging with limited financial capability for replacement. Some residents gave substantial donations each year. Usually, though, only about 40% of area residents responded to an annual request for $50 per household.

In this area, the service provider for fire, rescue, and medical first response has been the Leon Springs Volunteer Fire Department, Inc. for over 30 years. This is now continuing since the ESD #4 has contracted with Leon Springs VFD for the provision of emergency services. This includes fire suppression, rescue, and on scene medical care. The transport of patients is not a function of the ESD #4 nor of Leon Springs Volunteer Fire Department, but is provided by Acadian under contract with Bexar County. Tax revenues to support the ESD administration and the fire departments are collected by Bexar County with property taxes, and turned over to the ESD #4 for disbursement. Residents of the ESD #4 area will notice a line item for this on their property tax statements.

Since the creation of ESD #4, Leon Springs VFD has been contracted by the ESD #4 for fire and emergency services. The first contract was signed on December 15, 2007, with an addendum signed on February 12, 2008. These documents established payments from the ESD to Leon Springs VFD for the provision of emergency services. This provided a revenue source upon which Leon Springs VFD could count for planning purposes. The budget of Leon Springs VFD has increased sufficiently to allow purchase of several new trucks to replace aging equipment, and to add sufficient paid firefighters to provide the 24/7 staffing mandated by the ESD Commissioners. Each month, the Leon Springs VFD submits to the ESD accounting statements prepared by their Certified Public Accountant which indicates all revenues from any source received by Leon Springs VFD from any source, and all expenditures by Leon Springs VFD for any purchases or expenses.

Currently, the contract between the ESD and Leon Springs VFD is being negotiated for renewal. The current contract and services will continue on a month-to-month basis until a new contract is agreed. A contract has been negotiated by representatives from the ESD and LSVFD. It is pending full approval by both entities.

The Board of Directors of Leon Springs Volunteer Fire Department, Inc. meets on the second Tuesday of each month. The meetings start at 7:00 PM, and are located at the Leon Springs Villa Clubhouse on Fahrenthold Drive. Public is invited to attend regular meetings, and LSVFD, Inc. has always been open to discuss issues with the public, and to allow examination of its financial records.
